Amazon Abandons West Auckland Data Centre: The $45M Pivot Explained

The project, which was touted in 2021 as a cornerstone of a $7.5 billion investment into New Zealand’s digital infrastructure, had long been mired in technical and regulatory hurdles. Despite initial earthworks at the Fred Taylor Drive site, the location—roughly the size of four rugby fields—currently sits empty.

 

1. Why Did Amazon Quit the Build?

While AWS hasn’t issued a single “smoking gun” reason, industry analysts and public records point to a “perfect storm” of challenges:

  • Soaring Power Prices: New Zealand’s electricity costs have become a major deterrent for energy-hungry AI and cloud operations.

     
  • Consenting Issues: Auckland Council records indicate that unresolved stormwater drainage issues stalled the resource consent process for years.

     
  • Pragmatic Economics: Financial statements show that Amazon has redirected its capital into leasing space from existing third-party providers (reportedly including Infratil-owned CDC) rather than dealing with the costs and risks of New Zealand’s construction sector.

     

2. The Financial Fallout

The abandonment has hit the company’s local books hard:

  • $44.9 Million Write-down: This impairment relates directly to the Westgate land holdings, which have been reduced to a recoverable value of approximately $62.7 million.

     
  • Loss-Making Year: The impairment drove Amazon’s NZ subsidiary to a pre-tax loss of $36 million in 2025, a sharp reversal from its profitable 2024 performance.

     
  • Zero Construction: For the first time since the project began, the company’s “assets under construction” have dropped to zero.

     

3. What This Means for NZ Businesses

The good news is that the AWS New Zealand (Auckland) Region is officially live. However, the infrastructure it runs on is different from what was originally promised:

 
  • Local Data Residency: Agencies like the Ministry of Justice and ANZ Bank still get to keep their data on shore, satisfying Māori Data Sovereignty and regulatory requirements.

     
  • Resilience Questions: Some tech commentators, including Catalyst IT’s Don Christie, have raised concerns that “co-located” server racks in third-party facilities may not offer the same bespoke seismic resilience as a purpose-built hyperscale campus.

     
  • Job Numbers: The original promise of 1,000 jobs is now under scrutiny, with experts suggesting the “lease-and-equip” model requires significantly fewer direct staff than a massive construction and operations project.
